Johan Sebastián Durán Guerrero was only 25 years old. He worked two jobs, had a Social Security number, and held a permit allowing him to work in the United States. He and his wife, Karolina Rojas Alvarez, were raising their 3-year-old daughter in the quiet Maine community of Biddeford, building the future every young family hopes for.
That future ended one morning in early July when ICE agents blocked Johan Sebastián's white sedan as he left for work and fatally shot him, in full view of Karolina and their little girl. His daughter slept beside him every night. Now Karolina says she cannot bring herself to tell her that Papa will not be coming home again.
America can do better than this. We can take back an immigration system that is safe and effective without turning neighborhoods into battlefields, families into bystanders, and routine law enforcement into fatal confrontations. Public safety depends not only on enforcing the law, but on enforcing it safely, in accordance with standards, and with respect for every human life.
We deserve to know exactly what happened to Johan Sebastián Durán Guerrero. Every piece of evidence should be preserved and released. Every decision should be examined. Those responsible must be held accountable, and the policies that allowed them must be changed before another family pays the same terrible price.

This is about more than one tragedy. It is about taking back immigration enforcement that is disciplined instead of reckless, fully trained instead of underprepared, and committed to protecting all civilians from wanton violence and cruelty, regardless of their citizenship. America deserves to have immigration policies that are lawful, accountable, and safe.
This is not the first time ICE has claimed a driver tried to run over officers to defend their use of lethal force. In 2025, ICE said Marimar Martinez in Chicago attempted to ram agents before they opened fire, but video evidence contradicted the claim and she was cleared of all charges. Earlier this year in Minneapolis, ICE similarly claimed Renee Good tried to run over officers before she was shot and killed, but the video evidence showed otherwise.
The ICE agent who shot Johan Sebastián, David Brouillette, was identified to the Associated Press by family members, who said he "has a history of terrifying and violent behavior" and "never should have been given a gun and a badge." Accountability for ICE must include a full review of recruitment and training protocols to ensure they meet the standards we deserve.
