Boiling The Frogs

Essay One: The Republic, Revisited.

This is the first in a series of ten essays revisiting my book, Giving Up Is Unforgivable: A Manual For Keeping A Democracy, which was released a year ago. I wrote about my goals for these essays here. If you’re just finding Civil Discourse through The Republic, Revisited series, I hope you’ll subscribe—it’s free—and read along with us.

I’m sure you remember the story of the frog: Placed in the pot while the water is cool, he doesn’t notice when it’s brought to a boil ever so gradually. That was a reasonable explanation for what happened to our country during the first Trump administration. Then, he was reelected.

Here’s how the frog metaphor lands with me now, two years into Trump’s second term in office: The danger isn't just failing to recognize what's happening. It's recognizing it and then gradually getting used to it. That’s what worries me the most right now, that we could become accustomed to it.

If you read Civil Discourse, you’ve probably decided you won’t get used to it. You’ll keep feeling shock and outrage, and do something about it. But it’s likely that at least some of the people around you have acquiesced. Maybe they’re numb, maybe they feel powerless, maybe they’re just overwhelmed and they’ve given up. It can be frustrating to be around people who don’t understand how important it is to stay engaged right now.

When I told you last week that I was going to write this series of essays, I asked you to tell me about things you’re seeing that would have been unthinkable previously, but now seem to be widely accepted and have come to feel normal. Your answers illustrated the point perfectly:

  • “I am struck by how many people are just going about their lives while whole communities are being terrorized, tortured and jailed. I keep thinking about the rise of Nazi Germany and the utter disbelief or naïveté that so many German citizens had and their willingness to simply go along with it all. I never thought we would ever be able to act in the same manner and yet here we are. I am ashamed and disgusted but I am not giving up.”

  • “What shocks me and what has become a common place occurrence is how members of the current administration tell lies as if they were fact, which leads to much misinformation being broadcast…”

  • “The rampant, unapologetic corruption.”

  • “Giant banners with the President's face on them hanging on federal government buildings around Washington, DC.”

  • “ICE!”

  • “That the president of the United States can lie with impunity. About everything.”

The excerpt from my book that I want to share with you this week starts like this:

“Part of keeping the Republic is learning, and sometimes relearning, the lesson of the frog.”

It’s frustrating that we seem stuck in that cycle, never fully learning the lesson and repeating it again. If the year since I released the book has taught me anything, it’s that we can’t afford to be frogs, and we have to keep trying to get the people around us out of the pot, too.

Here is this week’s passage from the book:

“Unfortunately, shock and even horror don’t last forever. Some Americans left the pot and then voluntarily jumped back in. Surprise fades away and anger dims. Constant exposure to the heat creates a new normal. Sometimes the frogs fail to learn the lesson and are doomed to repeat their mistakes, until it finally sinks in.

Here is the reality: By the start of the 2024 campaign, the bipartisan outrage that moved some Republicans to criticize Trump after January 6 had dissipated in many parts of the country. Trump made his intention to deconstruct American democracy plain during the 2024 campaign. He continued to claim the 2020 election had been “stolen” from him. It wasn’t much of a stretch to understand he might try to exact revenge on those he believed were involved—he said as much. Despite the clear evidence, many people refused to believe the water would really come to a boil if he was reelected. They’d forgotten what they’d lived through during his first term in office.

Keeping the Republic means learning lessons like this, preferably the first time. We can start again, but the longer it takes to learn the lesson, the worse the damage and the longer it takes to correct the wrong turn away from democracy.

In normal times, you would expect outrage from across the political spectrum over a candidate who repeatedly claimed American elections—but only the ones he lost—were fraudulent; a candidate who demanded officials “find” him enough votes to pull a win out of a loss. A candidate who wanted to overturn the will of American voters should have been untouchable and unelectable, a third-party pariah, even more fringe than a George Wallace or a Lyndon LaRouche. But that doesn’t happen when voters act like frogs.

On November 5, 2023, The Washington Post ran an article about Trump’s plans if he won a second term. It started like this: “Trump and his allies have begun mapping out specific plans for using the federal government to punish critics and opponents should he win a second term, with the former president naming individuals he wants to investigate or prosecute and his associates drafting plans to potentially invoke the Insurrection Act on his first day in office to allow him to deploy the military against civil demonstrations.” Project 2025 was written by a collection of people, more than one hundred of whom had worked for Trump or been part of his first administration, including cabinet secretaries and a chief of staff. It laid out explicit plans for his second administration. And yet, people were surprised when the revenge presidency went full bore, with Trump attacking newspapers, law firms, and universities, as well as government agencies and scientists. Project 2025 became so unpopular when it was aired in public that Trump took pains to distance himself from it. That maneuver largely succeeded. Then, upon his inauguration, Trump’s administration carried it out—almost to the letter.

Despite the cautionary tale of Trump’s first term in office, a lot of frogs managed to ignore the rising temperature. Trump floated the stuff of banana republics, but voters focused on the price of eggs. Once he was back in office, implementing a startling array of antidemocratic plans, the surprise was that living through a constitutional crisis had a patina of normalcy to it. It didn’t necessarily feel like we were in one, especially for people who lacked the interest in or ability to pay close attention to what was transpiring.

At dinner or over drinks when I’d raise the news, I experienced reactions like, “Don’t be a drama queen,” or “You’re overreacting, it’s not as bad as you think it is.” That’s what happened at first if you think back to late January or early February 2025. A lot of people still dismissed the concerns as “just talk.” At first, nothing much changed in most people’s lives. Maybe a friend or two lost a job. But there were no dramatic events, nothing like a January 6. No one was tearing up the Constitution in the streets. Nobody was hung on the Capitol steps. There wasn’t a dramatic moment to focus on when you could clearly say democracy was lost. It was easy, or at least easy enough, for the frogs to go on being frogs.”

It turns out that the “drama queens” were right. There was no shortage of warnings, but people persuaded themselves that Trump wouldn’t really do the things that were mapped out in Project 2025, that our institutions would stop him if he tried. And he was voted into office, again.

It’s hard to sustain full-bore outrage every day. But we do need to retain the capacity to not only know, intellectually, that something is wrong, and also be shocked by it. We can’t let any of this become “it’s just Trump.” We need to hold onto that feeling of shock and to the moral compasses that tell us what’s right and wrong. And we should never be quiet about it, even if—perhaps because—it makes people uncomfortable when these truths are spoken out loud.

Knowing what’s coming doesn’t necessarily prepare you to live through it. It’s exhausting to watch the attacks on democracy unfold every day, especially if you spend much time around people who behave like nothing horrible is happening. I hope you know it’s not just you. It’s all of us. We know that what’s becoming increasingly familiar isn’t normal and we don’t have to pretend it is.

That’s why I returned to the frog. We’re right to keep recognizing the danger we are living with, even when it’s no longer a new danger. The passage of time doesn’t make what Trump is doing any more acceptable. Let’s keep speaking out together. We don’t have to be the frog.

Thanks for being part of the Civil Discourse community.

We’re in this together,

Joyce

To address the state's stifling traffic, Minogue said he would create digital maps and use AI "coordinated with traffic command centers." His plan to provide drivers with relief at the pump would have the state impose a gas tax holiday whenever prices climb to more than $4 per gallon, while he would also work toward the elimination of the state gas tax, the blueprint says.

Minogue's blueprint promises audits, tax cuts and a net-zero emissions repeal

From using artificial intelligence to reduce the state's notorious traffic to canceling the midcentury net-zero emissions commitment and temporarily suspending the state gas tax when pump prices climb, Mike Minogue began Thursday to detail his "Blueprint for a Better Future."

The Republican gubernatorial nominee's campaign released a document outlining the plans he described at a campaign stop at Shea Concrete in Amesbury on Thursday morning. It describes many of the things Minogue has made central to his pitch to voters over the last year — a pledge to "stop the overspending, expose the waste and corruption, and provide transparency" via audits of the Legislature and state budget, nonspecific plans to cut taxes, and a previously detailed healthcare strategy.

The blueprint Minogue shared Thursday also includes more specific commitments and touches on a wider variety of issues. It is structured around his campaign catchphrase "AAOK," an acronym for accountability, affordability, opportunity and keeping communities safe.

"It's time to take our state back. It's time to build a Massachusetts that works for its people. I don't believe Massachusetts is beyond repair. I still have hope. We all should," Minogue said. "The problem is that our government is smothering the American Dream. Massachusetts is working for some, but not all. We're going to change that. And we're going to do it together."

Gov. Maura Healey, the Democrat whom Minogue is hoping to unseat in November, brought up his blueprint without prompting Thursday morning while taking questions from reporters at her own campaign event. She said she was "interested to see what Mike Minogue's blueprint has to say."

"Mike Minogue's blueprint should explain how it is that he supports Donald Trump, how it is that Donald Trump is a good thing for Massachusetts," Healey said. She added, "But if he doesn't explain to people in Massachusetts how Donald Trump is helping Massachusetts, why he thinks that's a good idea, that's not a blueprint. If he doesn't explain how he, as governor, would stand up to the damage that Donald Trump is doing to our residents, to our healthcare system, to our economy, that's not a blueprint."

Under the accountability bucket, Minogue says he would "[a]udit the state legislature and the entire state budget with an outside auditor" and "[u]tilize third-party healthcare auditors to find waste, fraud, and abuse to ensure the care and dollars get to the patient." A 2024 voter law authorized Auditor Diana DiZoglio to audit the Legislature, an effort that has been mired in controversy, and independent outside auditors already look at the state's books each year as comprehensive financial reports are prepared.

He said he would create a "Massachusetts Spending Dashboard" to provide real-time transparency on the fiscal year 2027 budget and would launch "a statewide competitive bidding process that reduces single-source contracts and validates the integrity of lowest bidder compliance."

Minogue also said he would address affordability by cutting taxes and with a promise to "[c]ut state-mandated energy utility fees on day one," but his blueprint does not describe how he envisions doing that unilaterally. Healey last year directed the Department of Public Utilities to review all ratepayer charges to determine whether they could be eliminated or reduced, and further changes (as well as tax cuts) could require legislative approval.

The Republican nominee said too that he would "[c]ancel the unfunded, unachievable Net Zero mandate," referring to the state's legal commitment to achieve net-zero carbon emissions by 2050. Instead, Minogue says he would "[f]ocus on energy innovation that would lower energy costs for our people and hospitals, stimulate manufacturing, and protect the ocean and our fishing industry."

He also described a plan to both speed up housing construction timelines and relieve some of the budget pressures that are stressing municipalities. Minogue pledged that his administration would give local governments "more of their tax dollars back, up to 35-40%, compared to the 26% they retain today, provided the towns and cities eliminate the building stretch codes and reduce permitting times for single-family homes to 45 days or less, compared to 1.5 years today."

With an eye toward economic opportunity, Minogue said he would lease or sell state land (though not conservation land) to developers, builders or companies that focus on manufacturing and investment in high tech, life sciences, defense, energy and space development. He pledged to hire 25,000 veterans by the end of his first term and said he would incentivize teachers and medical professionals to stay in Massachusetts with tax incentives and loan payment programs.

The blueprint's section on keeping communities safe is the least detailed of the four. Healey has repeatedly sought to associate Minogue with Trump's federal immigration enforcement efforts, and Minogue has said he would work to bring the temperature down around immigration if elected governor.

The blueprint says Minogue would "[r]ecognize and value the contributions of immigrants who work, build businesses, and help strengthen Massachusetts. At the same time, Mike will prioritize removing violent criminals and drug dealers and end sanctuary state policies. With compassion and common sense, Massachusetts can be a place where everyone can live the American dream."

The section also includes general statements like, "Provide girls fair and safe sports and a right to privacy" and "Protect our constitutional rights."

It also says that Minogue would appoint "a strong parole board that prioritizes and protects the safety of our people and eliminates cashless bail," though the Parole Board does not have any involvement with the pre-trial bail process and instead operates on the other end of the justice system. He would also seek mandatory jail time for anyone convicted of violence against law enforcement.
