POLITICO Nightly: Washington’s new populist order

By Natalie Fertig Robert F. Kennedy Jr. looks on during the Senate HELP Committee hearing to examine his nomination to be secretary of Health and Human Services, in Washington, on Jan. 30, 2025. | Jason Andrew for POLITICO WILL THE REAL POPULISTS PLEASE STAND UP — Robert F. Kennedy, Jr., who is set to be confirmed on Thursday as Health and Human Services secretary, wants to remake the U.S. food system and take on the pharmaceutical industry. Tulsi Gabbard, who was confirmed as director of national intelligence today, has been sharply critical of U.S. interventionism overseas. Lori Chavez-DeRemer, who’s been nominated to lead the Department of Labor, supports more protections for workers to organize. These populist policies are right at home in progressive circles, yet they are associated with the eclectic Cabinet nominees of President Donald Trump. It’s created a moment of dissonance for many liberal members of Congress, who are struggling to make sense of a new political order where they suddenly share some policy goals with a populist MAGA administration whose ideology and general agenda is loathed by the left. Some of those Democrats refuse to even acknowledge any common ground, or the idea that any members of Trump’s Cabinet are interested in pursuing an agenda that aligns in any way with the needs of working class Americans. “Trump’s people are grifters, fake populists,” said Congressional Progressive Caucus Chair Greg Casar (D-Texas). “When they stumble upon a good idea, it tends to be on accident more than on purpose.” “I'm not convinced that either … Kennedy and Gabbard are actually populists,” Vermont Democrat Becca Balint, a member of the Congressional Progressive Caucus, said in an interview in mid-December. “Or [if] they're just opportunists.” In part, that’s because defining a true populist has never been simple. Populism — a big ideological net described most simply as a movement to position so-called ‘common’ interests against the interests of the ‘elite’ — originated in the 19th century. It took shape in opposition to the broad control industrialists like Cornelius Vanderbilt and Andrew Carnegie held over railroads, farm prices, steel mills, politics and more, explains Joe Lowndes, a lecturer of political science at Hunter College with a focus on right-wing politics and populism. Populism took on many personalities throughout the 20th century: the label was tacked onto progressive reform movements between 1890-1920 but also to McCarthyism in the 50’s. Today, populist tenets are embraced by progressives but also increasingly find a home in Trump’s reshaped Republican Party. As Steve Bannon, a Trump ally and prominent MAGA voice, told The New York Times in late January , “I’m a hard-core populist. I’m a hard-core nationalist. I’m not a conservative.” “What left wing populism and right wing populism have in common is the idea that you've got outsiders who are parasitic on you,” Lowndes says. The two sides differ in who they blame: The left focuses its ire on economic elites while the right targets those whose ideas — or existence — is perceived to hurt everyday, hard-working Americans. These ideas resonated with voters of all backgrounds and political affiliations in 2024, as evidenced by the popularity of Kennedy — who reached 15 percent support in the presidential race in July, according to Pew — and the mismatch of voters splitting tickets between Trump and working class House Democrats like Washingtonian Marie Gluesenkamp Perez or New Yorker Pat Ryan. But it was Trump who found a way to get Kennedy on his side, not Vice President Kamala Harris. “The right … [has] been flexible,” says Lowndes. “And willing to … bring into its orbit all kinds of politics that you wouldn’t historically have associated with it.” Many of Trump’s appointees, of course, are antithetical to populist principles — his list of Cabinet and agency nominees is teeming with billionaires and pro-Wall Street economic nominees like Scott Bessent and Howard Lutnick. But the few that are more aligned with populist thinking aren’t exactly being welcomed by Democrats. Sen. Chris Murphy (D-Conn.), who argued immediately after the election that Democrats need to embrace populism to build a more durable political coalition, repeatedly left questions about Kennedy’s opposition to corporate agriculture and Big Pharma unanswered when pressed by POLITICO on the Hill in December, and instead pivoted to Kennedy’s position on vaccines and criticized Trump’s economic cabinet picks. “I don’t buy this narrative,” Murphy said, refusing to believe that Kennedy and Gabbard might signal any populist policy shift on the part of Trump. Kennedy and Gabbard were political quid pro quo, Murphy argued, and the policy proof is in Trump’s choices for economic positions. “In almost every meaningful economic post, he has people who are corporate shills… this is going to be a pro-corporate White House from beginning to end.” The ongoing, who’s-the-real-populist tensions were on full display during Kennedy’s testimony in the Senate Health, Education, Labor and Pensions Committee on January 30 Sen. Bernie Sanders (I-Vt.), in his closing statement, contrasted his working class positions with the administration. “I think in many ways, President Trump and Mr. Kennedy have asked some of the right questions,” Sanders said — from the broken economy to a corrupt political system. “Problem is, their answers will only make a bad situation worse.” Kennedy latched on to Sanders’ point on corruption. “Bernie, the problem of corruption is not just in the federal agencies, it’s in Congress too,” Kennedy said, arguing that many members of the HELP panel — including Sanders — receive money from the pharmaceutical industry. “In 2020 you were the single largest receiver of pharmaceutical money,” RFK said, pointing his finger at Sanders. Sanders waved a finger right back. “Because I had contributions from workers all over this country,” Sanders hollered over Kennedy. “Workers!” Hectoring one of Congress’ foremost left-wing populists wasn’t a promising beginning, but Balint, Sanders’ congressional delegation colleague from Vermont, doesn’t completely write off the idea that the two sides might eventually find common ground. “Will we have an opportunity to make a real difference?” she asked. “It depends if these people are true populists.” Welcome to POLITICO Nightly. Reach out with news, tips and ideas at nightly@politico.com . BRAIN DEAD TRUMP ACKNOWLEDGED THAT HE HAD NEVER ATTENDED AN EVENT....PUTS OTHER INCOMPETENTS IN CHARGE.....EVERYTHING THE ORANGE TURD TOUCHES HE DESTROYS! — Trump assumes Kennedy Center chairmanship, ousts longtime president: In the latest effort to put President Donald Trump’s stamp on the Kennedy Center, the board of trustees today fired its longtime president Deborah Rutter , according to two people familiar with the matter, and added several Trump-linked trustees. Trump dialed into the board meeting today and welcomed everybody, telling board members that the center had “become too woke,” according to one of the people. The group also elected longtime Trump ally Ric Grenell as Rutter’s interim replacement. In the latest effort to put President Donald Trump’s stamp on the Kennedy Center, the board of trustees on Wednesday fired its longtime president Deborah Rutter, according to two people familiar with the matter, and added several Trump-linked trustees. Trump dialed into the board meeting Wednesday and welcomed everybody, telling board members that the center had “become too woke,” according to one of the people. The group also elected longtime Trump ally Richard Grenell as Rutter’s interim replacement. Some board members were flabbergasted by the firing since they have long viewed the board as nonpartisan and free from political interference, according to the two people, who were both granted anonymity to discuss the call without retribution. “Deborah has done a remarkable job at the Kennedy Center, so it was very disheartening to see her summarily dismissed in the way that she was dismissed,” said one of the people. “This has been so surreal and so sudden and so unexpected,” said the other. “I’m in a state of shock and I pray that everyone that is new and in charge and on the board will treat it like the gem like it is.” New trustees include Second Lady Usha Vance, White House chief of staff Susie Wiles and deputy chief of staff Dan Scavino, according to a press release from the Center. Trump had previewed the move when he wrote on Truth Social on Tuesday that “Ric shares my Vision for a GOLDEN AGE of American Arts and Culture, and will be overseeing the daily operations of the Center” and that the center would not put on “drag shows, or other anti-American propaganda.” “The goal of the Kennedy Center has been to live up to our namesake, serving as a beacon for the world and ensuring our work reflects America,” Rutter said in a statement. “I depart my position proud of all we accomplished to meet that ambition. From the art on our stages to the students we have impacted in classrooms across America, everything we have done at the Kennedy Center has been about uplifting the human spirit in service of strengthening the culture of our great nation.“ Grenell didn’t respond to a request for comment. Asked for comment, a White House spokesperson referred POLITICO to Trump’s Truth Social post in which he announced he had been unanimously elected chair of the board. “It is a Great Honor to be Chairman of The Kennedy Center, especially with this amazing Board of Trustees,” he wrote. “We will make The Kennedy Center a very special and exciting place!” Longtime Washington lawyer Robert Barnett on Wednesday also resigned as senior counsel to the board and the Center after serving for more than 20 years, according to a person familiar with the matter. Barnett declined to comment. And famed musician Ben Folds announced on Wednesday that he was resigning as artistic adviser to the Kennedy Center’s National Symphony Orchestra, saying the changes were “not for me.” GUANTANAMO HAS BEEN A NATIONAL DISGRACE - HOW IS THIS APPROPRIATE DEPORTATION IF U.S. TAXPAYERS CONTINUE TO FUND THEIR CARE IN GUANTANAMO? WHAT DOES THIS COST? — ACLU sues Trump over Gitmo migrant detainees’ access to attorneys: The Trump administration is violating the constitutional rights of migrant detainees at Guantanamo Bay by denying them access to lawyers, the American Civil Liberties Union said in a lawsuit filed today. The suit, filed in federal court in Washington, D.C, seeks a court order requiring the administration to give attorneys in-person access to the detainees as soon as possible and immediate video and telephone access in the interim. It argues that the detainees’ lack of access to attorneys violates their legal right to counsel, and that legal organizations have their own First Amendment right to meet with migrants held at the naval base in Cuba. TRUMP CAUSED 'INFLATION' DUE TO HIS FAILED POLICIES, INCLUDING TARIFFS & THREATS OF TRADE WARS....PUT THE BLAME WHERE IT BELONGS...TRUMP HAS DONE NOTHING TO BRING DOWN COSTS! — Trump calls for lower borrowing costs, hinting at potential clash with Fed : President Donald Trump called for lower interest rates to go along with new tariffs he’s planning , teasing a potential conflict with Federal Reserve Chair Jerome Powell, who is in no rush to cut borrowing costs as inflation fears grow. “Interest Rates should be lowered, something which would go hand in hand with upcoming Tariffs!!! Lets Rock and Roll, America!!!” the president posted on his social media account, Truth Social, on Wednesday morning. Trump’s comments stand in stark contrast to those of Powell, who this week told lawmakers that policymakers do “not need to be in a hurry to adjust our policy stance,” echoing comments he made after the Fed left rates unchanged at its January meeting. CRAIG TRAINOR: ANOTHER TOADIE! WHERE DO THEY COME FROM? — Trump administration rescinds Biden-era college athlete pay guidance: The Trump administration is rescinding a Biden-era memo that declared higher education institutions could violate federal anti-sex discrimination laws if they failed to provide “equivalent” opportunities to women student-athletes when paying them for the use of their name, image and likeness rights. “The NIL guidance, rammed through by the Biden Administration in its final days, is overly burdensome, profoundly unfair, and it goes well beyond what agency guidance is intended to achieve,” said Craig Trainor, the department’s acting assistant secretary for civil rights. THE NEW ADMINISTRATION TULSI GABBARD, RUSSIAN ASSET CONFIRMED! SPINELESS MAGA GOP! TULSI CONFIRMED — The Senate voted to confirm Tulsi Gabbard to serve as director of national intelligence today, with Republican Sen. Mitch McConnell of Kentucky the only member of his party to vote against President Donald Trump’s nominee. The vote was 52 to 48. No Democrats voted in support for the former lawmaker. Gabbard has been one of Trump’s most contentious nominees because of her past remarks on foreign adversaries and concerns about whether she has the experience to do the job. But Republican senators — many of whom had expressed reservations about Gabbard as DNI — overwhelmingly backed her nomination. CONFUSED MEDICARE & MEDICAID BECAUSE HE'S UNINFORMED! ALMOST IN — Robert F. Kennedy Jr. is one vote away from leading the Department of Health and Human Services . The Senate voted 53-47 along party lines to cut off debate on the nomination on Wednesday morning, setting up confirmation that could come as soon as Thursday. The support of Senate Health Committee Chair Bill Cassidy (R-La.), a doctor who initially said he was “struggling” with Kennedy’s reluctance to disavow false claims about vaccines, was key in getting the Senate Finance Committee’s approval last week. Cassidy voted for Kennedy after receiving several assurances from him. STAFFING RFK — Robert F. Kennedy Jr. has tapped a retired border patrol chief to be one of his senior advisers, in a sign of the outsized role that the government’s health department could once again play in managing the fallout of President Donald Trump’s deportation policies. Chris Clem, a longtime U.S. Border Patrol agent who supported Kennedy’s 2024 run for president, joined the Health and Human Services Department in recent weeks, two people familiar with the appointment said and an HHS spokesperson confirmed. He is expected to work closely with Kennedy as one of a handful of top aides, focusing on HHS’ coordination with other agencies on border issues and the department’s own responsibility for caring for unaccompanied migrant children. UNITED FRONT — The leaders of Jordan and Egypt railed against President Donald Trump’s plan to displace Palestinians from Gaza in parallel statements today — just a day after Trump hosted the Jordanian monarch at the White House. Speaking in a phone call, Egyptian President Abdel Fattah al-Sisi and Jordan’s King Abdullah II stressed their countries’ “shared position” on reconstructing Gaza and allowing aid to flow into the strip “without displacing the Palestinians from their land,” Jordan’s monarchy said in a statement. “The two leaders acknowledged President Trump’s leadership in working towards the long-awaited goal of establishing a Palestinian state along the borders of June 4, 1967, with East Jerusalem as its capital,” Egypt’s presidency added in its own statement. Trump said last week that the U.S. could take over Gaza, expel its two million Palestinians to neighboring countries and redevelop the land as the “the Riviera of the Middle East.” He made the proposal during a press conference at the White House with Israeli Prime Minister Benjamin Netanyahu and has repeatedly doubled down on it. That’s a record high, eclipsing the previous record of $4.82 set two years earlier. The spike comes amidst a bird flu outbreak. RADAR SWEEP TICKET TORTURE — Fans are desperate to see their favorite pop stars live. But actually securing tickets to see artists like Taylor Swift, Beyoncé or Harry Styles can be a nightmare. Tickets for Beyoncé’s Cowboy Carter concert recently went on presale for select fans, but many experienced delays, glitches, and price shock from the exorbitant costs. Millions stand in virtual queues clambering for a chance to see their favorite artists, but are bombarded with obstacles from companies that make it easy for resellers to beat loyal fans. The best seats for Taylor Swift’s Eras tour, for example, were sold for as much as $200,000, which is enough to pay for a house or college tuition. For Vox, Whizy Kim explains why it’s so expensive to see your favorite musicians nowadays. POLITICO Nightly: The Democrats enabling Trump’s DOJ demolition

By Charlie Mahtesian Mayor Eric Adams speaks during the State of the City address at the Apollo Theater on January 09, 2025 in New York City. | Michael M. Santiago/Getty Images NOT SO OPPOSITION PARTY — President Donald Trump’s claims about a politically weaponized justice system have been embraced and amplified recently by some unexpected sources: some of the best-known names in the Democratic Party. It’s a stunning, though perhaps not totally surprising turn — and it might help boost the president’s attempts to remake the Department of Justice and the Federal Bureau of Investigation. Former Sen. Bob Menendez (D-N.J.), Rep. Henry Cuellar (D-Texas), New York City Mayor Eric Adams, former Illinois Gov. Rod Blagojevich and even former President Joe Biden are among those who have suggested — and in some cases, flat-out asserted — that they or their families have been victims of politically motivated federal prosecutors, bolstering Trump’s claim that the American justice system is so broken and corrupt that it must be blown up. Politicians ensnared by the feds have long claimed to be victims of selective prosecution — almost no one cops to their crimes and willingly does a stint at Allenwood or another correctional facility. Trump, however, is the first modern pol to successfully rally an entire national movement around the idea that he is a victim, relentlessly pursued by rotten prosecutors unleashed by his partisan political enemies. It’s his justification for overhauling the DOJ and the FBI, purging the top ranks of federal law enforcement and appointing loyalists for attorney general and FBI director. While Democrats insist Trump’s moves have threatened public safety, national security and the rule of law , their arguments have struggled to slow Trump’s progress in remaking federal law enforcement. It’s no wonder, since so many high-profile Democrats have been validating Trump’s underlying premise. Biden’s explanation for pardoning his son — after insisting that he would not — was essentially the same one that Trump has been making, only without the partisan vitriol and self-pity: Hunter was “selectively, and unfairly, prosecuted.” “[R]aw politics has infected this process,” the former president said in a statement at the time, “and it led to a miscarriage of justice.” In his final report on the Hunter Biden investigation, DOJ special counsel David Weiss made clear his views on the corrosive effect of Biden's criticism, calling the former president’s statement “gratuitous and wrong.” “Other presidents have pardoned family members, but in doing so, none have taken the occasion as an opportunity to malign the public servants at the Department of Justice based solely on false accusations,” Weiss wrote . “These prosecutions were the culmination of thorough, impartial investigations, not partisan politics. Eight judges across numerous courts have rejected claims that they were the result of selective or vindictive motives. Calling those rulings into question and injecting partisanship into the independent administration of the law undermines the very foundation of what makes America's justice system fair and equitable. It erodes public confidence in an institution that is essential to preserving the rule of law.” Two weeks ago, Menendez, the former New Jersey Democratic powerhouse, took a different tack than Biden. The senator who once wondered aloud whether Trump could be compromised by the Russian government explicitly asserted, “President Trump was right.” MENENDEZ WAS CAUGHT WITH BARS OF GOLD & A FREE VEHICLE, AMONG OTHER THINGS! THIS WAS ACTUALLY HIS 2ND CORRUPTION TRIAL. “This process is political, and it’s corrupted to the core,” Menendez said outside the New York federal courthouse after being sentenced to 11 years. “I hope President Trump cleans up the cesspool and restores the integrity to the system.” BLAGOJEVICH WAS CONVICTED OF BRIBERY AMONG OTHER THINGS PRIOR TO PRESIDENT BIDEN'S ELECTION, WAS IMPEACHED BY ILLINOIS SENATORS. PREVIOUSLY A CONTESTANT ON TRUMPS TV SHOW "THE CELEBRITY APPRENTICE", HAD A CONTENTIOUS RELATIONSHIP WITH EVERYONE  Then there is Rod Blagojevich, the former Democratic governor of one of the biggest and bluest states in the country. After a jury found him guilty on corruption charges, Blagojevich served time in prison until Trump commuted his sentence in 2020. Blagojevich subsequently became a vigorous Trump supporter, claiming that the weaponization of the DOJ actually began with the prosecution against him . The former Democratic governor vouched for Trump’s central argument: "Biden was happy to weaponize the Department Justice against Trump.” Blagojevich’s support hasn’t been lost on Trump, who gave him a full pardon yesterday amid speculation that he might also be appointed as the U.S. ambassador to Serbia. Trump’s war against the DOJ, it turns out, has opened his eyes to the political value of Democratic politicians with grievances against federal prosecutors. Last year, Trump came to the support of Cuellar, the indicted South Texas Democratic congressman who has suggested he’s been targeted by the DOJ for political reasons — in his instance, because he is a conservative Democrat. Trump rallied to his cause. “Biden just Indicted Henry Cuellar because the Respected Democrat Congressman wouldn’t play Crooked Joe’s Open Border game. He was for Border Control, so they said, “Let’s use the FBI and DOJ to take him out!” This is the way they operate,” Trump wrote on Truth Social . Cuellar surely noticed yesterday’s bombshell out of New York, where the Trump Justice Department ordered federal prosecutors to drop their case against New York City Mayor Eric Adams, clearing him of all corruption charges in advance of his reelection bid this year. Adams has been transparent in his attempts to seek help from the Trump administration — he went to Mar-a-Lago to visit Trump, secured a last-minute invitation to his inauguration and has refused to publicly criticize the president. And the Justice Department’s memo asking the U.S. Attorney’s Office for the Southern District of New York to seek a dismissal of the charges included language suggesting Adams’ legal trouble could hurt his ability to enact Trump’s immigration agenda . For Trump, it was all political upside. It boosted the fortunes of a rare Democratic ally in the biggest city in America — one who could prove useful in the administration’s immigration crackdown — while also reinforcing central MAGA tenets. Trump spelled out his political calculus back in October before a gathering of New York’s political, business and religious leaders. “I know what it’s like to be persecuted by the DOJ for speaking out against open borders,” Trump said. “We were persecuted, Eric. I was persecuted, and so are you, Eric.” Welcome to POLITICO Nightly. Reach out with news, tips and ideas at nightly@politico.com . The decision by U.S. District Judge John Bates, a George W. Bush appointee, came after a testy Monday afternoon hearing in which he sharply questioned the administration about doctors’ claims that the removal of the pages damaged their ability to care for patients. — Vance to meet with Zelenskyy Friday: Vice President JD Vance will meet Friday with Ukrainian President Volodymyr Zelenskyy , according to a person familiar with his plans, as the White House pushes to quickly end the war in Ukraine while negotiating a deal to continue providing aid to the U.S. ally. Vance and Zelenskyy will be in Munich for a security conference stacked with world leaders. Vance said last week he hoped to focus his first foreign trip as vice president on bringing the conflict to a close. Vance will be joined in Munich by Keith Kellogg, the special envoy to Russia and Ukraine, who will then visit Ukraine, Trump said Monday. EXPECT SPINELESS MAGA GOP TO GENUFLECT! — Trump says he may consider vote of Congress for DOGE, ‘always’ follows judicial rulings: President Donald Trump said today that he might consider congressional approval for his Department of Government Efficiency’s spending cuts and would abide by court decisions while the so-called department’s chief, Elon Musk, pushed back on characterizations that his slashing of the government constituted a “hostile takeover.” Musk, donning a black MAGA hat, stood with his young son behind the Resolute Desk in the Oval Office as Trump signed an executive order, which reportedly instructs agencies to significantly cull the federal workforce, further empowering DOGE in its unprecedented razing of the bureaucracy. ***TRUMP'S CHILDISH TANTRUM!***** — Associated Press blocked from Oval Office after not using ‘Gulf of America’: The White House blocked an Associated Press reporter from attending President Donald Trump’s executive order signing Tuesday afternoon, the news organization said, after it continued to refer to the “Gulf of Mexico” instead of adjusting to reflect the administration’s stance that the body of water should now be called the “Gulf of America.” Earlier on Tuesday, the White House warned the AP — known for its stylebook that many newsrooms follow — that if it did not change its guidance on the body of water, its on-call reporter would be blocked from attending the event, the wire service said. excerpt:  “It is alarming that the Trump administration would punish AP for its independent journalism,” AP executive editor Julie Pace said in a statement. “Limiting our access to the Oval Office based on the content of AP’s speech not only severely impedes the public’s access to independent news, it plainly violates the First Amendment.” The AP said last month that it would continue to refer to the “Gulf of Mexico” because of the centuries-long history behind that name and the fact that Mexico and other international organizations did not recognize the change. In a statement following the announcement from Pace, White House Correspondents’ Association President Eugene Daniels said the White House “cannot dictate how news organizations report the news, nor should it penalize working journalists because it is unhappy with their editors’ decisions,” adding that “the move by the administration to bar a reporter from The Associated Press from an official event open to news coverage today is unacceptable.” Daniels, who is also Playbook chief correspondent for POLITICO, added: “The WHCA stands with The Associated Press and calls on the administration to immediately change course.” The AP said it would still acknowledge Trump’s executive order — and did change its style to reflect Trump renaming North America’s tallest peak to Mount McKinley. THE NEW ADMINISTRATION KEEP ON SLASHING — The Office of Personnel Management has formally submitted draft regulations that would make it easier for agencies to fire career government officials who push back against presidential orders. The move laid out in documents obtained by POLITICO today is the latest step toward rekindling a plan initiated at the tail end of President Donald Trump’s first term to eliminate civil service protection for federal employees who play a role in policy development or advocacy. That effort to designate them in a new category that serves at the will of the president was scrapped after Trump left office. ***NOTE THE ESCALATING COST OF DEPORTATIONS!**** TACIT APPROVAL — Senate Republicans believe they have President Donald Trump’s blessing as they pursue a two-bill strategy for passing his domestic legislative agenda. Trump has repeatedly said that he prefers “one big, beautiful bill,” but Senate Republicans have been privately checking that he is OK with them moving forward with two bills — one that addresses the border, energy and defense spending quickly, while a second gets into more complicated tax cuts. Today, OMB Director Russ Vought and Border Czar Tom Homan also said behind closed doors that they need $175 billion in additional border money quickly, further boosting Senate Republicans' confidence in moving immediately. “I talked to President Trump over the weekend. He wants to get results,” Senate Budget Committee Chair Lindsey Graham (R-S.C.) told reporters after the closed-door lunch. AROUND THE WORLD A drawn portrait of Marc Fogel, who has been detained in Russia since August 2021, hangs on rails outside of the White House during a demonstration organized by his family, July 15, 2023, in Washington. | Stephanie Scarbrough/AP FOGEL RELEASE SECURED — The Trump administration announced today that it negotiated a deal with Russia to free longtime American detainee Marc Fogel , who is now on his way back to the United States. In a statement, national security adviser Mike Waltz said that President Donald Trump’s special envoy for the Middle East, Steve Witkoff, and other advisers “negotiated an exchange that serves as a show of good faith from the Russians and a sign we are moving in the right direction to end the brutal and terrible war in Ukraine.” Fogel, 66, was a teacher at an English language school in Moscow when he was detained at a Russian airport in 2021 on charges that he was in possession of a small amount of marijuana, which was prescribed to him in the United States for medical purposes. He was sentenced to 14 years in prison in 2022. It is unclear who or what the U.S. gave up in exchange for Fogel. Russia has used detained Americans as bargaining chips in the past to secure the release of top Kremlin allies and high-profile Russian nationals detained abroad. NOT FOR US — The United Kingdom and United States failed to sign the final communiqué at the AI Action Summit in France , published today after a meeting of world leaders. POLITICO first reported on Monday morning that Britain was unlikely to sign the statement after Trump administration officials expressed reservations over language calling for “inclusive and sustainable” AI. Talks continued until late that night and resumed first thing this morning, but a list of signatories to the final statement published later today didn’t include the U.K. or U.S. Over 70 governments, international bodies and research institutes did sign the statement, including the European Union, China and India. The AI Action Summit, co-hosted with India, has been an investment showcase for France, with French President Emmanuel Macron announcing more than $100 billion of investment. LET’S WRAP THINGS UP — The strategy for Ukraine is quietly shifting in Europe to match the changing tone of the United States — from a promise of unyielding support to an effort to bring Kyiv to the bargaining table with a strong hand. That new strategy will play out most clearly this week at the Munich Security Conference, one of the biggest gatherings of defense leaders in the world. It’s a dramatic departure from the Biden era, when the meeting reinforced the U.S. and its allies had Ukraine’s back for, as former President Joe Biden often said, “as long as it takes.” And while Europe still insists it will support the country three years into Russia’s invasion, the conversations this weekend could signal the direction of the embattled country’s future. “How [Europeans] position themselves… to be at the table rather than being on the menu,” said Camille Grand, a former NATO assistant secretary general. “That’s the whole debate.” Nightly Number 2,000 The number of sick Palestinian children from Gaza that Jordan’s King Abdullah II told President Donald Trump that his country would accept in a meeting today, while punting the question of broader resettlement to Egypt. RADAR SWEEP BIRD BOOST — Pioneering aviators have always looked to the skies — and to birds in particular — for inspiration. Otto Lilienthal and the Wright brothers, for example, attempted to imitate birds’ flight patterns in their aircraft designs. And now, airlines and space companies are looking at how birds fly again , for a different reason: they want to conserve energy. In particular, aircraft innovators believe that birds’ V formation flight, which helps reduce stress on them, can be instructive. If two large aircrafts fly in a similar pattern, separated by about 1,000 feet, it could drive at least a five percent reduction in CO2 emissions per trip, experts believe. And Delta plans to put this into practice later this year. For the BBC, Martine Paris examines the continued impact of nature on airline travel.
