Middleboro woman who allegedly kept pets in unhealthy conditions arraigned on animal cruelty charges

MIDDLEBORO, Mass. — The woman who allegedly kept seventeen dogs, six malnourished horses and other pets in a state of neglect in a Middleboro home was arranged on over two dozen counts of animal cruelty Thursday.

Kimberly Ann Savino, 43, pleaded not guilty to 26 counts of animal cruelty in Wareham District Court.

Officers executing an administrative warrant at her Precinct Street home on October 18 located 17 dogs, two cats, a turtle, and a guinea pig needing medical care inside. One unresponsive dog was immediately rushed for medical treatment.

The dogs found inside the home’s basements were confined to cages, had no access to food or water and were covered in feces and urine, according to town officials.

The horses were also significantly underweight and being fed with “very poor quality” hay. Jillian, a neighbor, told Boston 25 the six horses were so hungry, that they ate part of the stable.

She shared video of the horses and their makeshift stable. She said there are horseshoe imprints on this horse, evidence, Jillian says that boredom and hunger caused the horses to fight each other.

“They were eating through the boards that were keeping them separated, now they are all together,” Jillian described. “So they are beating up on each other, and they just can’t relax.”

The Plymouth County District Attorney’s office says officers had pre-existing concerns regarding Savino because she was previously charged with animal cruelty in Michigan in 2014 and was ordered to pay about $40,000 in fines.

Despite being advised by MSPCA officers how to improve the health of her horses, the DA’s office says Savino continued to insufficiently feed and care for them.

“Between June 28 and October 16, Savino canceled and rescheduled at least nine appointments to have the horses weighed and assessed,” the DA’s office said.

The remains of several dogs were also found in a freeze and “plastic casket boxes” inside Savino’s garage.

The home was condemned because the Middleboro Health Department determined that it was a health hazard. The Middleboro Fire Department also said the building was a fire hazard.

Nine of the dogs are still with the Middleboro Animal Shelter. Eight of the dogs remain in the MSPCA’s care.

Savino surrendered the animals on Thursday.

Savino was released on $5,000 cash bail and ordered to stay away from animals.

Snowmobiles aren't weapons. It should be that simple.

What happened to Theia should never be allowed to happen again. Last spring, a Wyoming man struck a young wolf named Theia on a snowmobile, paraded her through a bar with her mouth taped shut, and tortured her -- all before ultimately shooting and killing her. And under current Wyoming law, the man only paid a fine of $250. About the cost of a speeding ticket.1 It's absurd to think we need a law that explicitly protects wildlife from acts like this -- but in light of this gruesome killing, it's clear that we do. The Snowmobiles Aren't Weapons Act would prohibit the use of snowmobiles to run down wolves and coyotes on federal lands. Support this bill to protect more wildlife from the same heartbreaking fate. Theia was one of about 300 wolves living in Wyoming, many of them within the protected borders of Yellowstone. There, they live in tight-knit family units, play with their cubs, and roam the rocky hillsides looking for food to share with their packs.2 It's bad enough when a wolf strays -- or is lured -- out of those protected areas to be shot by hunters. The death of a single wolf can sometimes lead to the disruption of an entire pack.3 But what happened to Theia has nothing to do with hunting. No animal should be subjected to these levels of cruelty. It's that simple. Or it should have been that simple on that spring day in Wyoming last year. But this is why we need a law. Tell your U.S. House representative: Support this bill to protect wolves from being run down by snowmobiles. Gray wolves used to live in every one of the Lower 48 states. Today, they only live in 11 states and are listed as threatened or endangered in most of them.4 There's a lot more work to do to help the wolves recover -- just one more reason snowmobile "whackings" shouldn't be allowed. If this had happened to a dog or any other animal, the story might have been very different. But under current Wyoming animal cruelty laws, predators like wolves are not protected from torture like this.5 A federal policy would increase protections for wolves across the country -- and Theia's heartbreaking story could lead to a moment of nationwide change. She wandered up to someone’s house, pleading for help! What she was going through was a nightmare! Meet Phoenix. We received a notification via one of our fosters about a pup that was in desperate need of our help. Early that morning she had wandered up to someone’s house begging for help. We jumped into action. The smell was horrible. She had been set on fire. Our medical director said you could smell the accelerant on her and when she got her in the car it permeated everything. We rushed her to Callaghan Road Animal Hospital as fast as we could. She has open wounds that appear to be consistent with being in a kennel and breaking out to get away from the pain of burning. Our vet says that the skin on her head and down her back is necrotic and will slough off due to the damage.
