Cape Cod US Rep. Keating has a challenger in 2026 election. Who is Craig Swallow?
New Bedford community organizer Craig Swallow is challenging long-time congressman Rep. Bill Keating, D-Mass., he announced Jan. 28, becoming the latest Democrat to launch a 2026 primary campaign against an incumbent in Massachusetts.
Swallow, who was born and raised in New Bedford, Massachusetts, is the co-leader of Indivisible "Do Something" South Coast New England, a grassroots community group. The national Indivisible group has been behind many of the anti-Trump protests over the past year.
Keating has represented Massachusetts’ 9th Congressional District, which encompasses Cape Cod and the Islands, the South Coast and the South Shore, since he was first elected in 2010. Swallow will be his first primary challenger since 2018.
Keating’s long tenure in office is part of the reason for Swallow’s challenge, he said.
“For decades, lifelong representatives have grown disconnected from the people they serve, placing lobbyists and corporate donors above their constituents. This culture has eroded trust, paved the way for anti-democratic forces, and allowed fundamental rights to be threatened under their watch,” Swallow said in a statement.
Swallow joins a number of Democrats challenging longtime incumbents in Massachusetts as the party continues to search for an identity following the 2024 election. They include Rep. Seth Moulton, D-Mass., who is running against Sen. Ed Markey, D-Mass., who has served on Capitol Hill since 1976, and attorney Patrick Roath, who is taking on 12-term Rep. Stephen Lynch, D-Mass.
“Our democracy needs renewal, not complacency,” Swallow said. “It’s time for leadership that fights openly and refuses to settle. I’d rather lose a seat than protect a system that fails working people and seniors who have worked hard to retire with dignity.”
While the 9th District is the least liberal district in the state, it’s still rated solidly Democratic by the Cook Political Report.
Keating did not immediately respond to a request for comment.
