Operation Metro Surge: Meet Trump’s ICE death squad behind the rising death count

On Thin ICE in Minneapolis: How Trump’s Crackdown Sparked a Crisis of Trust

In the aftermath of two fatal shootings in Minneapolis in which video evidence suggests federal agents may have ignored or defied protocol, the growing impression among legal experts, many lawmakers, and much of the public is that Immigration and Customs Enforcement and the Border Patrol are operating recklessly and far outside the norms of law enforcement.

During a surge of thousands of federal agents to Minnesota for a sweeping immigration crackdown, federal officers shot and killed Renee Good on Jan. 7 and Alex Pretti on Saturday. In both cases, the Trump administration has followed a pattern of smearing the victim, misrepresenting the facts, and refusing to cooperate with local investigators. Across the state, immigration agents have been seen arresting US citizens and legal immigrants, entering homes and vehicles without judicial warrants, and using excessive force against observers and protestors. — TIME

On January 24, 2026, Alex Pretti, an ICU nurse at the VA, was shot at least ten times by federal agents while recording their activities. Both were U.S. citizens. These shootings occurred during “Operation Metro Surge,” a 2026 initiative that deployed thousands of federal agents to urban centers—often over the objections of local leaders like Governor Tim Walz. The Brookings Institution and the Vera Institute, point to reduced training standards (the ICE academy was recently shortened to just 8 weeks/47 days) and a lack of transparency as primary drivers of the violence. — Brookings Architect of cruelty

Stephen Miller is not a decision-maker. He is a designer. The architect of cruelty Miller does not run ICE. He does not command Border Patrol. He does not manage detention centers. What he does is more important — and harder to punish.

He Designs policy frameworks. Writes the justifications. Frames the language. Pushes agencies to the edge of legality. Tests how much the system will tolerate. — Francine Fein
