States, territories, localities, and Tribes received $350 billion in pandemic aid. How much of that went to one-time expenses—such as infrastructure—versus recurring costs like salaries? What about direct COVID responses?
More than 80% of U.S. child care centers received one-time federal COVID-19 aid. As those funds expire, child care centers may need to raise fees or pull back operations. States may also see billions less in economic activity.
The big questions for states that do have [short-term fiscal] problems … [are]: Do we want to use our reserves. Do we want to cut spending? Do we want to increase revenue?
