MASSACHUSESSETS has a program MASS SAVE that focuses on improving energy efficiency in homes to reduce costs - things like INSULATION. Cost estimates indicate that for every $1 spent $3 are saved.    

Isn't that where we should begin: REDUCE ENERGY CONSUMPTION?
