I am a former Air Traffic Controller. There are no 'other' systems to use for US air traffic. No software from another country is being used by one plane landing in the US. Controllers in centers take control of aircraft instruction when each aircraft enters US airspace. As traffic makes it's way across the country, it is passed off to different controllers on different radio frequencies, and when it reaches it's destination airstrip, a tower controller takes over radio contact and directs the plane to land. Through the entire journey in US airspace, the only air traffic software being used is the one authorized nationally, and is being used by controllers. This software is not installed, or used in any way, on aircraft. The ONLY possible meaning I can think he is referring to, is ACAS - Airborne Collision Avoidance System. A system installed n aircraft to warn of other active SRR transponder signals (Secondary Surveillance Radar) in the immediate vicinity. This has nothing to do with the Air Traffic software the Federal gov't uses though. This sounds like a five year old's understanding of aviation systems.
There's a point at which habitual liars can no longer distinguish reality, remembering things differently and making fake memories. With the amount of lies and at the age he's in, this guy will inevitably lose his mind at some point (if he hasn't already lost it)
