Project 2025 is a right-wing, 900-page authoritarian policy agenda that would eliminate the Department of Education, slash Title I funds for public schools, cut Head Start Pre-K funding, and erode federal government protections on student loans. Project 2025 will abolish the Department of Education (DOE), and in turn, end vital programs that allow public schools to meet the needs of low-income students. The plan slashes the $16 billion Title I program, a source of critical aid for underserved communities to get better education and realize the American dream. Project 2025 also eliminates the Head Start program, impeding access to universal pre-K and child care across the nation. Head Start to date has served nearly 40 million children, and in FY23, was funded to serve more than 833,000 children and pregnant people living in poverty across all 50 states. Enacting Project 2025’s plan to eliminate Head Start would increase the number of childcare deserts, dramatically increase childcare costs for families living in poverty, undermine economic growth, and exacerbate inequality. Project 2025 will shut down the Office for Civil Rights (OCR) within the DOE, the only federal agency charged with investigating and remedying discrimination on college campuses that receive federal funding. By eliminating OCR, all civil rights discrimination investigations will be moved to the DOJ, and litigation will be the only means to enforce racial and gender discrimination laws under Title VI and Title IX.
