Welcome back to the Saturday Send, a weekly digest of stories from CommonWealth Beacon that you may have missed.

This week, Massachusetts voters on Tuesday overwhelming approved ballot Question 1, but there's a catch. The ballot measure subjects the House, Senate, and governor’s office to the state’s public records law. Now, with eight weeks to go before the end of the legislative term, the Democrats who control the Legislature might undo what voters decided in a landslide. Chris Lisinski explains.

In more election news, Question 6 sailed through to a resounding victory, setting the stage for a funding fight; a Friday afternoon victory for the "no" side on Question 7 finally settled all nine ballot measures; and, despite an affordability crisis hammering Bay Staters Massachusetts Republican hopefuls Mike Minogue and John Deaton failed to overcome larger political and economic trends favoring Democrats.

Plus, Massachusetts's biggest drinking water provider nixed a historic water request after backlash amid broader tension between the agency and central Massachusetts communities.

Check out those stories below, and, as always, thanks for reading.

All eyes will now turn to the House and Senate, where negotiators need to decide in the next eight weeks whether to follow through on an earlier proposal to substitute their own idea for public records access for the version that four out of five voters embraced.

Passage of the ballot question now means a new nature conservation fund will be established to support clean drinking water, create and improve local parks, and protect wildlife habitats without raising taxes or levying a new one.

Facing nine ballot questions, Bay Staters rejected efforts to throw out existing cannabis and gun laws, and to change an obscure tax cap law. They gave the green light to legislative transparency and Election Day voter registration while waving away a quest to replace party primaries with nonpartisan ones. A new state agency will now be allowed to unionize, and there may be more money for conservation efforts in the next few years.

In a national political environment favoring Democrats, Bay State voters chose to stick with Healey and Markey at the top of the ticket for another term in this Democratic stronghold.

The MWRA’s request landed the agency in even more hot water among Quabbin communities, which mobilized to kill the proposal.
