ICE just handed a contract to a private security company accused of torture and enforced disappearance to track down undocumented children.

 

MVM Inc. has been tapped for what ICE is calling a "wellness check" program.

 

But an internal ICE document The Guardian obtained last year makes clear these operations are run with the aim of deporting the children or pursuing criminal cases against the adults sheltering them legally.

A headline from The Guardian that reads: “Deplorable: ICE hires firm accused of ‘torture’ to track down undocumented children. Exclusive: Contractor denies allegations including ‘enforced disappearance’ and will help locate unaccompanied minors.

I spent years working inside systems like this one.


I know how government agencies use contractor arrangements specifically to create distance between policy decisions and the consequences of those decisions.


When something goes wrong with a private contractor, the accountability chain gets murky fast.


Who gave the order? Who had authority? Which agency is responsible?


That fog is a feature.


Arsenal is doing a deep investigation into the contractor network ICE is using to outsource these operations and we need your help to keep that work moving. Chip in to fund the team.


MVM has been sued for physically separating thousands of children from their parents using unmarked vehicles and makeshift detention centers.


And they have also been accused of locking an immigrant woman and her baby inside a Chicago hotel for five days.


ICE gave them a child welfare contract anyway, with the dollar amount redacted.


This is a pattern we have been tracking across the detention system for months.


GEO Group, CoreCivic, and now MVM.


Each contract adds another layer of insulation between the people making these decisions and the children bearing the consequences.


The record we build by following the contracts and the court filings is how we eventually close that distance.


Eighteen companies bid for this contract.


MVM won because it had the infrastructure to physically locate children at scale.
