In addition, the USAID monitored and reported LOCAL DISEASES to assess in addressing those DISEASES in those nations - BUT TO PREVENT THE SPREAD TO THE US! It was well-funded SELF PROTECTION!
(When POLIO appeared in NYC, it was discovered in WASTE WATER. The subsequent reporting indicated that POLIO has a LONG INCUBATION PERIOD during which the individual is ASYMPTOMATIC but spreading the disease - that's just one potential VIRAL THREAT!)
As the article indicates, the attending doctor had never seen the DISEASE - most American doctors have never seen the diseases that pose a threat.
