In another lifetime, I made retail collection calls and found that numerous ADULTS signed credit applications with "X" because they were illiterate! LOUISIANA stood out!

I had a false belief that with the advent of cable tv programming, CNN, PBS and so on that it would elevate & educate people...WRONG!

Many in LOUISIANA could barely speak coherent English. LOUISIANA has done NOTHING to improve the lives of its residents.
