President Biden has a plan: the $550 billion climate bill that would prevent some of the catastrophic losses we're already seeing due to the rapidly changing climate — and gear our economy toward a brighter climate future.

But there's one big obstacle standing in the way of this world-altering bill — his name is also Joe, but he's the senator from West Virginia.
