This week, soaring utility bills in Massachusetts are forcing officials at the state's energy efficiency program, Mass Save, to prepare for tighter fiscal limits, while the Bay State's climate commitments loom ahead and power demands surge. Jordan Wolman reports.

Plus, after federal immigration enforcement arrests derailed three state criminal trials, the Supreme Judicial Court is considering how judges can preserve the constitutional right to due process, while having no jurisdiction over ICE operations; in their first debate, incumbent Gov. Maura Healey and Republican candidate Mike Minogue offered contrasting views of the state’s economic health; Gov. Healey has increasingly attacked the state's utility companies for “greed” at the expense of ratepayers, while 14 Eversource executives donated a total of $4,500 to her campaign coffers in the last month; and Chelsea could be next in a string of cities across the country that are abandoning parking minimums in the hopes that it will lead to fewer parking lots, more housing, and walkable, transit-oriented neighborhoods.

A political backlash to Mass Save, amid a rising tide of angst over soaring utility bills, has taken root in the Bay State.

“You have to try,” said Justice Dalila Wendlandt of the Suffolk judge’s refusal to submit a corrected writ to ICE. “I’m not just making that up. I think it’s the case law.”

Voters in the deep-blue state are sometimes open to a gesture toward bipartisanship through a Republican governor that could, at least in theory, square off against a Democratic supermajority in the Legislature. But Minogue’s odds look long.

Across the country, cities are abandoning their parking minimums and hoping to end up with fewer parking lots and walkable, transit-oriented neighborhoods. The local rules have been used to ensure new developments can accommodate residents with cars and do not overwhelm on-street public parking. But urbanists have argued that the requirements gobble up land that could be used for more housing and drive up construction costs.
