I have an important request for you: join us in telling the Committee on Appropriations not to gut the NOAA and our nation's ocean research and monitoring programs. Approximately 70% of Earth's surface is covered by the ocean, which holds 97% of the world's water, and 94% of all species are ocean residents. We turn a blind eye and underestimate the ocean at our peril. add your name For fiscal year 2026, the White House Office of Management and Budget is expected to release a budget proposal that includes a 28% reduction in NOAA's funding. An approximately $1.7 billion decrease, from $6.1 billion to $4.5 billion.
Coastal Zone Management, Sea Grant Programs, Cooperative Institute, Integrated Ocean Observing System, National Estuarine Research Reserves, and the Office of Oceanic and Atmospheric Research (OAR) are being axed. With greenhouse gas emissions reducing the amount of heat escaping Earth and exacerbating global warming by contributing more energy to rising oceans, now is not the time to cut back or cease collaborative research, monitoring, and modeling between private institutions and the government. NOAA Coastal Zone Management is a partnership with thirty-four states to design innovative programs that best address coastal challenges and regulations to enhance their coastal management programs and provide the necessary tools to prevent and control pollution runoff and dredging spillage.
NOAA Sea Grant Programs are a national network of university-based programs that engage in scientific research, education, training, and extension projects related to the conservation and practical use of coasts, Great Lakes (including Lake Champlain), and other marine areas. They work with coastal communities, focusing on preventing and removing marine debris, as well as building artificial reefs, including oyster reefs. NOAA Cooperative Institutes are academic and nonprofit research organizations that conduct research in support of NOAA's mission goals and strategic plan. These activities provide the scientific basis for informed national policy decisions in key environmental areas, including climate change, disaster reduction, air quality, invasive species, and stratospheric ozone depletion. The Integrated Ocean Observing System (IOOS) is a national and regional partnership that aims to provide new tools and forecasts to enhance safety, boost the economy, and protect the environment. Improved access to this information enhances our ability to understand and predict coastal events, such as storms, wave heights, and sea-level changes. The National Estuarine Research Reserve System is the only estuary program in the country with a consistent, system-wide monitoring program. This ensures that data are collected uniformly at each site, facilitating easy aggregation at local, regional, and national levels to meet the needs of decision-makers. The Office of Oceanic and Atmospheric Research (OAR), known as NOAA Research, studies and predicts the Earth's oceans, weather, and climate. Its mission is to advance NOAA science, service, and stewardship while ensuring its results benefit society. Tell Congress not to reduce spending on the National Oceanic and Atmospheric Administration. If we do, many collaborators will also cease their work, and we will all face the consequences.
