It's Thursday, which means another batch of Supreme Court decisions are expected this morning. Here's a look at the major cases they have yet to rule on. But first, let's go over the latest action from Capitol Hill to Beacon Hill. Roadblock to housing: This week, after months of negotiations, Congress passed its largest housing bill in decades. The 21st Century Road to Housing Act — co-written and championed by Sen. Elizabeth Warren — was approved Tuesday with massive bipartisan majorities in both the House and Senate. And President Trump, who repeatedly expressed support for the legislation, was scheduled to sign it into law Wednesday. Then he pulled out the rug. Trump suddenly announced Wednesday he was canceling plans to sign the bill until Congress passes his proposed legislation to implement stricter voter registration and voter ID rules. - What Warren is saying: Democrats say that's a trade they're not going to make. (Trump's SAVE America Act failed to clear the Senate earlier this month.) In a press conference Wednesday afternoon, Warren vowed the housing bill will get passed one way or another. " This may be a battle, but I guarantee we will get this bill passed," the Massachusetts senator said. "We will get it passed while the Republicans are still in control or, damn it, the Democrats will take over and we will get it passed with the Democrats in control."
- Why it matters: House affordability has become a growing concern for residents — not just in Massachusetts, but nationally. And while the federal government's role in housing production is limited (local zoning and economic conditions are more of a factor), the Road to Housing bill would ease certain federal rules for homebuilders and put limits on private equity ownership of single-family homes. - What's next: Trump has 10 days to sign or veto the bill. However, the bill did pass Congress by veto-proof margins. If he doesn't sign it during the 10-day window while Congress remains in session, the bill automatically becomes law. Republican House Speaker Mike Johnson told reporters yesterday he still expects Trump to sign the bill within the 10 days, according to Politico.
- In related news: The unexpected standoff comes the same day as a federal judge in Boston ruled against Trump's earlier executive order to require people to show proof of citizenship when they register to vote. Judge Denise Casper had issued a preliminary injunction against the order a year ago, but her ruling Tuesday converted that temporary block into a permanent ban. The White House hinted the administration plans to appeal the ruling.

On Beacon Hill: At long last, the Massachusetts Senate unveiled its counterproposal to the House's energy affordability bill. The legislation comes nearly four months after the House passed its version, as heating cost concerns became air conditioning cost concerns. The Senate is expected to pass its bill next week. At City Hall: Boston has officially passed its budget for the coming fiscal year, with just under a week to spare. As WBUR's Eve Zuckoff reports, city councilors decided yesterday to accept Mayor Michelle Wu's final tweaks, ending a fractious few weeks of debate over the tightest city budget in years. P.S.— Haiti's World Cup run officially came to an end last night, but they did not bow out quietly. Les Grenadiers scored their first goal of the tournament — and then a rocket of a second goal that even the opposing fans had to applaud — in a thrilling 4-2 loss against high-powered Morocco.
