The people that Rudy Giuliani owes millions of dollars to - as part of his bankruptcy proceedings - are alleging that Giuliani has been spending lavishly during the proceedings and are asking the court to appoint a monitor to oversee all of his spending. On top of that, they are alleging that he has filed false and misleading statements to the court.
