Campus crisis: More than 200 students at UMass Amherst are searching for new housing after an off-campus apartment complex was destroyed by a fire Friday night. No one was injured during the fire, but the damage it caused was severe enough that the building had to be demolished Sunday. UMass Amherst Chancellor Javier Reyes told WBUR's Paul Connearney they're trying to make sure displaced students' immediate needs like clothing and emergency housing are met. The university is also planning a housing fair to help students find new places to live.
- Meanwhile, the response to the fire used so much water that Amherst residents are being urged to stop all non-essential water use. The town's water levels aren't expected to recover for days.
On the campaign trail: Republican John Deaton is planning a big announcement tonight in Worcester. And as WBUR's Chris Van Buskirk reports, the news is expected to be that Deaton is taking another shot at Senate — this time for Markey's seat. It would be the Marine veteran and cryptocurrency attorney's second Massachusetts campaign, after he unsuccessfully challenged Warren just last year. It also comes as Rep. Seth Moulton runs against Markey in the Democratic primary.

BOSTON, MA — The Massachusetts Republican Party condemned a statement by an assistant attorney general to Andrea Campbell who last month made light of the Commonwealth suing municipalities to force compliance with the MBTA housing law.
At a forum on housing, AAG Eric Haskell described the approach of Campbell’s office to enforcing the law.
“This is real. You gotta do this. We take it very seriously. And if you don’t do it, we’re gonna sue your ass,” Haskell told the audience, Commonwealth Beacon reported.
“The MBTA Communities Act was never intended to be a stick-first approach by the Commonwealth. What we’ve seen in the attorney general’s office is a knee-jerk reaction to sue first and ask questions later,” said MassGOP Chair Amy Carnevale. “As communities continue to voice their concerns about the implementation of this law, Governor Healey and Attorney General Campbell are failing in their duties to partner with cities and towns to respond to our housing crisis. This kind of cavalier attitude toward enforcement mechanisms is exactly why voters will agree with Republicans in 2026: One-party rule has sent Democrats on a power trip.”

Two candidates announce campaigns for 2026 2nd Plymouth District state representative
Longtime Carver Select Board member Sarah Hewins and current Rep. John Gaskey both announced they are running for the 2nd Plymouth District state representative seat in 2026, Thursday, Oct. 23.
The 2nd Plymouth District includes Wareham, Carver and Middleboro and this won’t be the first time the two face off for this seat. In 2024, Hewins ran an unsuccessful write-in campaign against Rep. Gaskey who was the only name on the ballot.
Rep. Gaskey, a Texas native, engineer and 23-year veteran of the Coast Guard, moved to Carver in 2017 where he was elected to the town’s Planning Board.
“I’m a veteran, conservative and a Christian,” Gaskey said. “I’ve got my first year under my belt. I’ve learned a tremendous amount and I am ready to go forward and do some more good.”
Hewins, a Carver resident and longtime democrat, served as the town’s conservation agent for 15 years and did two, five-year terms on Carver’s Planning Board. Currently, Hewins is in her 17th year as a Carver Select Board member.
Her career also includes 10 years as the chair of the seven-town Plymouth/Carver Aquifer Advisory committee and as commissioner for the Southeast Regional Planning and Economic Development District for five years.
“We need better representation in the state house,” Hewins said. “There’s just a lot of problems that need to be addressed.”
Hewins is hosting a meet-and-greet in Wareham Sunday, Oct. 26 at the Pier View Restaurant, 201 Onset Avenue from 2 to 4 p.m.

Q: What are your thought on the MBTA Communities law?
A: That should be a local decision when it comes to the zoning. Local Planning Boards and the townsfolk have to vote on setting the zoning. In Carver as well as Middleboro, it's
pretty much an unworkable situation. I've talked to a few people that are okay with it and I've talked to many people that are against it.
Having been on the planning board in Carver and having gone through Town Meeting and
been on zoning committees trying to come up with good policies, it seems that most of
the time the state is saying you're going to do it our way or else and that is one of the
factors that drove me to do this. Just because something works in Boston doesn't mean it's going
to work everywhere else.

When then-Gov. Charlie Baker signed the bill in January 2021, much of the focus landed
on a different zoning measure: a lower, simple-majority threshold for towns to adopt some zoning changes. That's in no small part because Baker had been trying to get that
particular measure passed for years. In February 2021, Baker’s housing and economic
development secretary Mike Kennealy called that change “the most significant zoning
reform in decades.”
The zoning requirements — and the grant eligibility rules — had emerged in a late-night,
last-minute compromise between House and Senate lawmakers before the curtain
officially closed on their 2019-2020 legislative session. Before Baker signed it, the
Massachusetts Municipal Association urged the governor to veto the MBTA
Communities language, arguing it would "override local-decision making” and penalize
communities that fail to meet the mandate.
But Baker wasn’t swayed. He told lawmakers that while he didn’t propose the section, he would still sign it into law because it gave his administration “considerable discretion to determine compliance.”

Q: With solar energy being a popular renewable energy source in the district, what
are your thoughts on it?
A: My feeling is that we're doing everything wrong. The idea that solar and wind is the be all end all on a grand scale is wrong. I think solar is great on a small scale for a house or
small building but I don't think the government is serious enough about it. The state has
made the decision that this is how it had to be and they're not looking at everything right now. The state is destroying the ecology and ripping down forests in the name of green
energy and saying it's a net positive.
There are cleaner ways to get energy, natural gas is actually quite clean and I know everybody likes to think about the carbon footprint but we're all carbon based. I'm not
anti-clean energy, I just don't like the state putting it's thumb down on the scale saying
this is the only option.

Massachusetts GOP couple agree to state’s largest settlement after campaign finance investigation
The settlements to be paid by Republican state Sen. Ryan Fattman, Worcester County Register of Probate Stephanie Fattman and others total hundreds of thousands of dollars — the largest amounts ever paid by candidate committees to the state to resolve cases after campaign finance investigations, according to Massachusetts Attorney General Andrea Campbell, a Democrat.
The Office of Campaign and Political Finance investigated contributions funneled from Ryan Fattman’s senate campaign committee through state and local Republican committees to Stephanie Fattman’s register of probate committee during her 2020 reelection campaign.
In 2020, Ryan Fattman’s campaign donated money to the Republican State Committee and the Sutton Republican Town Committee, which used the money to help fund more than 500,000 mailers to support Stephanie Fattman’s reelection campaign, according to investigators.
The contributions, totaling more than $160,000 — of which $137,000 flowed through the Republican State Committee — far exceeded the legal limit of $100 on contributions from one candidate to another, Campbell said.
Under the settlement both Stephanie Fattman and the Stephanie Fattman Committee must pay out the full amount of the impermissible contributions funneled to the committee through the Republican State Committee — $137,000. Ryan Fattman must pay $55,000.
Donald Fattman, former treasurer of the Ryan Fattman Committee and Ryan Fattman’s father, must pay $10,000.
“We are grateful to put this matter behind us, and are appreciative of the outpouring of support we received along the way. The professionalism we experienced from the Attorney General’s Office was noteworthy. They treated us with respect, conducted business with decorum, and ultimately agreed that there was no liability or wrongdoing attributed to us,” Ryan Fattman said in a statement.
He also said he and his wife were “targets of political persecution from an outgoing political appointee” and that successful Republicans are held to a different standard than Democrats in the heavily Democratic state.
Last month the attorney general’s office reached a settlement agreement with the Massachusetts Republican State Committee in the same campaign finance violation case. The Committee has agreed to pay a total of $15,000 by December.
The Sutton Republican Town Committee also entered into an agreement, paying the remains of its committee bank account to the state, more than $5,200. As part of the agreement, Anthony Fattman, Ryan Fattman’s brother and chair of the Sutton Republican Town Committee, will resign.
